This is an interior detail of the apse mosaic, called Christ as the Good Shepherd, in Saint Apollonair in Classe in Ravenna, Italy. It was built about 549 A.D. The blue medallion with cross in the center could interpeted as the cross placed on Calvary hill to commemorate the death of Christ.
